Where does Nam Ban sit in Lâm Đồng's new master plan?

Short answer

On 6 June 2026, Lâm ÑĐồng province approved its master plan to 2050 (Decision 2786/QĐ-UBND). It designates Nam Ban Lâm Hà as a Grade III urban area, within the Northern Central Region — the same region as Da Lat, not the western industrial belt. The direction is ecological urban development, resort tourism and high-tech agriculture. But a plan is a direction, not infrastructure — and parcel-level zoning has not been published.

For months, the story of Nam Ban's future lived mostly on rumour: broker pitches, screenshots of maps with no source, price predictions passed by word of mouth.

Now there is an original document to read.

Which region is Nam Ban actually in?

This is the point most often got wrong.

Nam Ban Lâm Hà is not in the province's western belt — the former Đắk Nông area associated with bauxite and heavy industry. It sits in the Northern Central Region of Lâm Đồng, alongside Da Lat, Lạc Dương and Đam Rông.

More precisely, it belongs to the Lâm Hà sub-region (Nam Ban Lâm Hà, Nam Hà Lâm Hà and Phú Sơn Lâm Hà) — part of the development space that takes Da Lat as its core.

That distinction matters when reading the plan: the region a place is assigned to shapes which set of directions apply to it — highland resort and conservation, or industry and extraction.

(Worth noting: Lâm Đồng is now a merged province — the former Lâm Đồng, Đắk Nông and Bình Thuận combined, running from the highlands down to the coast.)

What is this area directed to become?

The plan sets out the Northern Central Region as a centre for culture, education, science, innovation and international-standard ecological resort tourism.

For the Lâm Hà sub-region specifically, the document lists: urban development · ecological and resort tourism · nature and biodiversity conservation · high-tech agriculture · clean-agriculture zones with post-harvest processing.

In practical terms: Nam Ban is treated as an ecological town, not an industrial zone. Farmstays, small eco-lodging and experience farms sit on that direction. Landscape and forest are treated as assets rather than obstacles.

And Appendix I of the decision lists Nam Ban Lâm Hà as a Grade III urban area — both current status and target to 2030. That is a designation in the document, not a title invented by a broker.

What connects Nam Ban?

Another common confusion: the Phan Thiết – Bảo Lộc – Gia Nghĩa expressway is often described as "the road to Nam Ban." It is not. That corridor serves the province's southern and southwestern side.

What the plan does show is regional connectivity:

  • Liên Khương Airport — about 35–45 minutes away, positioned as the aviation gateway for the highlands.
  • Three expressways — Dầu Giây–Liên Khương, Nha Trang–Liên Khương, Liên Khương–Buôn Ma Thuột, linking the highlands to Ho Chi Minh City, the coast and the Central Highlands.
  • The Tháp Chàm – Da Lat railway, the historic rack line, is being restored for tourism.

Nam Ban does not need a major expressway running through the town to be affected by regional connectivity. Its position relative to Liên Khương and the wider transport network matters more than any single road passing by.

What the map does not say

A sales pitch would stop at the optimistic part. Here is the rest.

Grade III classification applies to the administrative unit, not to your parcel. Detailed functional zoning at parcel level is still pending. A master plan is not parcel-level zoning, and neither is a land-use certificate — three different things, and confusing them is the most expensive mistake here.

And there is a paradox few people mention. The same conservation direction that creates the area's resort value also means part of the land falls into protected zones with development restrictions. One line in the document creates the opportunity and draws the restricted area at the same time.

A careful buyer needs to know which side of that boundary a parcel sits on.

Planning decisions on record

These are administrative and planning facts — documents signed, not construction:

  • 1 July 2025. Nam Ban merged with Đông Thanh, Gia Lâm and Mê Linh to form Nam Ban Lâm Hà commune. Existing land certificates remain valid.
  • 6 June 2026. Decision 2786 lists Nam Ban Lâm Hà as a Grade III urban area.
  • 30 June 2026. The commune-level master plan to 2050 divides the area into seven development zones; residential land accounts for 4.02% of the commune. Again: still not a legal basis for individual parcels.

Infrastructure on the ground

Separate from the documents above — these are physical works and current status:

  • Bridge at Tiền Lâm (locally, Tổng Đội) — construction began July 2026, scheduled for completion in late 2027.
  • Liên Khương Airport — returned to operation in August 2026.

So what does this mean for a buyer?

Nam Ban now has a real map, and its direction leans clearly toward ecological town, resort tourism and high-tech agriculture, in the belt around an increasingly crowded Da Lat.

That is a legitimate reason for interest. It is not a reason to buy.

A plan is a starting point. Parcel zoning is still ahead, and actual infrastructure progress can differ considerably from what is written on paper.

Rather than asking "will this plan push prices up," the more useful question is:

If prices do not move for the next two years, would you still want to own this piece of land?
